Flew an OCF that required a Honeywell Technician to ride along. We started the engines with avionics power on because our checklist says "Avionics Power - As Required". The tech had a fit because he said the power surges were harmful to the avionics. He likened it to rapidly and repeatedly plugging and unplugging your stereo/tv/computer when they were powered on. I showed him the checklist and asked if it was such a big deal, why not have Cessna write "Avionics Power - Off" in the checklist. He said it was because Cessna did not want to make it a requirement to turn off the avionics power off for engine starts. Since then I turn avionics off prior to engine start.

Supposedly this is true for the Excel and has been modified for the XLS.
 
It doesn't make a difference anymore at NetJets. Our new checklist has us turn the Avionics Power "OFF" prior to engine start....

Heck, we can't even start the engines until BOTH crew members are in their respective positions in the cockpit per a recent memo!!!!
