I heard a rumor that there is a new endorsement required for flight training. Something along the lines of a identification verification.

It's been a few years since I last had a primary student. I'm looking for the Advisory Circular about these new changes and requirements.

You are verifying the potential student as a US citizen by having them produce either a birth certificate or passport. Then you place an endorsement in their logbook. Ideally, this should be done as soon as possible and only for a person who is training for a certificate or rating. If they are a non-citizen, they essentially have to apply to the TSA for permission to start taking lessons. The application fee is $130 I believe. I don't think I've ever seen an AC for it. My guess is because it's a TSA rule, not FAA.
 
i'm a dispatcher at my flightschool, and i deal with the student's paperwork. i think if they're getting their private, commercial, or instrument ratings (i think just these 3), they have to show proof of citizenship. we have delayed training for people b/c the TSA was farting around and not sending a simple email approving their flight training. it's a pain in the butt for international students. it's not bad for american. isn't the international form called a J-20 or something?
 
forgot to add. here's what my endorsement says:
U.S. Citizen/National: 49 CFR 1552.3(h)

I certify that Mr./Ms. XXX has presented to me a (US birth certificate or US passport) number XXXX, establishing that he/she is a US Citizen or national in accordance with 49 CFR 1552.3(h).

then it has the CFI info.
 
Endorsement only required if training for a NEW certificate or rating.

BFR's, currency, rental checkouts, etc. DO NOT require this endorsement.
 
Out of curiosity, do you need that endorsement if you have a a CFI, do you need to have that endorsement if you apply for a CFII or MEI. What about an added rating to an ATP. Thanks

49 CFR Part 1552 (new addition to ASA's FAR/AIM 2006)
Flight Schools
1552.1 Definitions - A Flight School means any pilot school or training center...or Flight Instructor certificated under 14 CFR part 61, 121, 135, 141, or 142.
1552.3 Flight Training
This section describes the procedures a Flight School (read Flight Instructor) must follow before providing flight training.

1552.23 Security awareness training programs
(a) General. A flight school must ensure that -
(1) Each of its flight school employees receives initial and recurrent security awareness training in accordance with this subpart.

Since these are certificates and ratings, either new or added, they will require the endorsement.

If you have your CFI, and want the II, you're gonna need it. Samething with the ATP, addign a (type) rating to it will require the endorsement.

A freelance CFI or one working forthe school will need to make the endorsement.
