Can anyone tell me what the downside of becoming an elibible on-demand charter company, instead of on-demand? I see some advantages in the regs, but what are problems to be encountered if a process is started with the FAA and what new restrictions would there be?
 
It is nothing more than an Op Spec (A057?) that is issued that allows some relief in the regs (weather reporting and runway landing requirements). Look at 135.4 for specifics. Basically you need to have an experienced 2-pilot crew to take advantage of this relief. Not a big deal. It doesn't change your Air Carrier Certificate from "on-demand" to "eligible on-demand". No restrictions that I can think of because you don't need to use it all the time, just when you need it.
 
To have the Op Spec the Captain must have 1500 hours and a first class medical, you have to observe part 121 pairing minimums, and you must have 80% runway performance data. Plus you must have relief from Op C-64, desintation weather.
 
You don't have to do the 80% runway thing unless you want to ask for it. My company only asked for the destination weather reporting relief.

All we did was add a paragraph to our manual explaining the requirements (straight from the FAR).

I should've mentioned that before you can use the relief of A057 (FAR 135.4) you need to have approval for a Deviation from Weather reporting and the Destination Airport Analysis Program (DAAP) Op Spec. All these procedures must be included in your Ops Manual.
