The Eagle ALPA MEC voted UNANIMOUSLY to keep Letter 3 AS IS, but is willing to talk with the other three parties, AE/AA/APA, about changes that will IMPROVE the document.

Special MEC Meeting results
Your MEC met for a special MEC meeting on Wednesday, May 28, 2003 in Dallas, TX to discuss the circumstances surrounding the recent four-party meetings and the impact of the AA/APA Tentative Agreement on American Eagle Pilots.
Your MEC Chairman, CA Herb Mark, opened the meeting with roll call at 08:30. After roll, CA Mark introduced the guests attending the special MEC meeting and asked for late agenda items.
Your MEC subsequently went into executive session. This time was utilized by your MEC Officers and your Negotiating Committee to inform the Status Representatives of these recent events. The group also discussed possible strategies for moving forward in the best interest of American Eagle pilots. Your MEC evaluated all available knowns and unknowns and decided on a course for action.
Shortly, after 14:00 your MEC came out of executive session and drafted the following resolution:
BACKGROUND INFORMATION:
On May 5, 1997, representatives of American Airlines, American Eagle Airlines, the Allied Pilots Association and the Airline Pilots Association entered into and ratified a four-party agreement titled Letter 3 at ALPA and Supplement W at APA. This agreement created the ability for an American Eagle pilot to ‘flow-through’ to American Airlines and the ability for an American Airlines pilot to ‘flow-back’ into American Eagle under defined circumstances and stipulations.
On March 31, 2003, American Airlines and the Allied Pilots Association entered into a two-party agreement that substantially altered both the intent and the implementation of Letter 3 / Supplement W. ALPA was not allowed to participate in these negotiations. American Eagle has stated that they were excluded as well.
On learning of the new agreement between American Airlines and the Allied Pilots Association, ALPA entered into efforts aimed at obtaining a seat at the negotiating table. On Thursday, May 21, 2003, a four-party meeting was held at the request of ALPA. On Tuesday, May 27, 2003, another four-party meeting was held at APA headquarters. To date, there have been no proposals made by any of the four parties.
PROPOSED RESOLUTION:
WHEREAS the American Eagle pilots have become aware that changes to Side Letter 3 / Supplement W were negotiated between American Airlines and the Allied Pilots Association, and
WHEREAS the American Eagle pilots were not permitted to participate in the negotiations that resulted in these changes, and
WHEREAS the aforementioned changes to Letter 3 / Supplement W are not acceptable to the American Eagle pilots, and
WHEREAS the MEC acknowledges Letter 3 / Supplement W as contractually binding on the four signatories to the agreement, and
WHEREAS the MEC also acknowledges that Letter 3 / Supplement W was accepted by all parties including the American Eagle pilots as of May 5, 1997 and continues to be accepted by the American Eagle pilots as binding, and
WHEREAS current negotiations and discussions have not yet produced a proposal that rises to the level of an improvement to Letter 3 / Supplement W, and
WHEREAS the MEC has been briefed on the discussions which took place between the four signatories to Letter 3 / Supplement W.
THEREFORE, BE IT RESOLVED that the American Eagle pilots support the continued enforcement of Letter 3 / Supplement W as written, and
BE IT FURTHER RESOLVED that the American Eagle pilots will participate in any dialogue on Letter 3 / Supplement W that produces improvements on behalf of the American Eagle pilots.
This resolution was voted unanimously in favor of passing.
