The hireing freeze was/is for Inspectors. A DPE is not a (FAA) paid position. The applicants pay the DPE.

Why is it so tough to become a DPE.... Hundreds of applicants - few positions. DPE usually don't leave to go to another job, they keep the position untill they are unable to fly. A FSDO has a group of local pilots from flight schools that they have worked with for several years. They are known by the Inspectors and trusted. Call it a good ol boys club but it is easier to become a DPE than to get rid of a bad one. Law suits, Congressmen, etc......
 
After looking into becoming a DPE I can't believe just how "political" this process is...

I'm not nearly connected enough so I guess I probably won't even apply.
