MIL-A-8243 exists in Type I (propylene-based) and Type II (ethylene-based) forms. I still cant remember
 
I don't know about EWR, buy type I and II fluids are for different applications. Type I is a thin deicing fluid. Type II has "psuedoplastic" characteristics that cause it to shear off the wing at about 100 knots or so. It is primarily used for anti-icing.

I haven't seen type II in a long time. It has been mostly replaced because type IV has superior hold over time.

There is now something called Type III now that has shearing qualities better suited to slow speed rotation aircraft, but I have yet to see it at any of the stations I visit.
 
I've never seen type II available anywhere. Maybe, Russia or China though.
