Well, it depends on how many jumpseats in the cockpit the particular plane has. Most 767's have one cockpit jumpseat, but the 767ER's have two, so two are allowed in the back. The MD-11's (used to fly to MCO and LAX from ATL) and 777's also have two. All of the other planes in the fleet have one cockpit jumpseat---so only one allowed in the back.
I know this policy sucks, but we just got the jumpseat in our 1996 contract. There has been talk that if we do give some sort of pay cuts in the near future, we will try to get unlimited jumpseats in the back. (As long as there are seats and non-revs are taken care of....)
Also, if there are seats open in the back, most Delta jumpseaters should and will give you the ability to jump on our planes. If they do not allow you to have the jump, then they are jerks.
