Can two non-SP rated CE-525 pilots fly as pilot and copilot on a part 91 flight without a cvr?

The reason I ask is because a flight department I am associated with has two non single-pilot rated Ce525 people and we are told they cannot fly together unless there is a cockpit voice recorder installed. Frankly I think it is a waste of resources to buy another $10,000.00 box... that money should be properly spent to upgrade both pilots to SP, imo.
 
Looks like they are right, any ideas to the contrary are welcome. I never imagined pt 91 with a recorder.

(e) Unless otherwise authorized by the Administrator, after October 11, 1991, no person may operate a U.S. civil registered multiengine, turbine-powered airplane or rotorcraft having a passenger seating configuration of six passengers or more and for which two pilots are required by type certification or operating rule unless it is equipped with an approved cockpit voice recorder that:
