A plane hit the tether of the Aerostat at Cudjoe Key in the Florida Keys last night killing three people. I work around that site, knew it was going to happen one day.

Sad accident. They really should mark hazards like that on the map. Maybe even make it a restricted area.
You cannot infer from a NAS report that he was actually undr 'IFR' control.according to the message I saw from NAS Key West, the pilot was under 'direct control' of Miami Center at the time
From a militay point of view, every airplane is under 'somebody's control'.
If someone knows anything different, please correct me, but according to the message I saw from NAS Key West, the pilot was under 'direct control' of Miami Center at the time of the accident. To me that implies that not only was he in communication with ATC, but he was IFR as opposed to advisory control (VFR flight following).
Looking at the details of R-2916, it appears that the Miami ARTCC is the agency listed to authorize entry into the Restricted Area....WTF??? What was the controller doing?
