Yeah, I think it would be difficult to control the aircraft at less than stall speed.

the crj only has flaps 8,20,30,45
or 700/900 1,8,20,30,45
 
Since they both rotate in the same direction and have blades, they do act like props but the turning tendency is very negligible.
