So I know references are needed from government officials prior to being accepted to the service academies. Would it help to get them to apply for ANG/Reserves or is it overkill?

No. Nobody cares who you know outside of the unit. Plus, nobody wants some weenie who has connections to political appointees in their unit. They would much rather you have a couple of pals in the unit.
