If you do not get paid to fly but it is a commercial operation, is it considered commercial flying?
 
It depends...your question is kind of lacking detail.

I do know in the case of a skydiving operation in northeast wisconsin, their contact at FSDO told them that private pilots could fly for them...as they were not charging "passengers" for a "RIDE" in the plane. The paying students were riding in the plane "incidental" to making a skydive.
