Do these count as a runway lighting system that will allow you contiune the approach to landing, below the 100 above TDZE? I was told "NO"
 
I was also under the impression of "No" as well. The only thing that CL lights commonly do is lower the RVR minima......I could be wrong though.
 
Wouldn't Part 91.175(c)(1)(x) "The runway lights" include the centerline lights? I mean, they're part of the runway light system if installed.

According to the AIM runway lights aren't the same as centerline lights. But like strega7 is saying, I don't think you'd see the centerline lights without seeing the runway lights or at least the touchdown zone lights, threshold lights, etc as well. I've never seen an instrument runway that has centerline lights and didn't have these other lighting systems that you'll see first and allow you to descend below DH.
