The school doesn't get away that cheap. That $650 or so is for you - to take care of liability for accidents that =you= cause and the minimal exposure that you have when you are not in the airplane. And it also represents a pretty small amount of hull damage coverage - not nearly enough to take care of most damage to an airplane.
The school on the other hand is covering exposure for liability caused by you, student pilots, member pilots, and it;s own internal procedures. It's coverage of the fleet has to include enough to pay for the real cost of airplane damage caused by all CFIs, students, and renter pilots.
Go to one of those agencies and instead of the CFI policy, tell them you own an airplane and want to teach in it - and watch the quote change dramatically.
