Since my company was offering 30 personal leaves to prevent furloughs, i decided to take one. I will be spending the majority of my 30 days in Costa Rica. Does anyone know if FAA certificates are honored there? Any advice on where to rent an airplane there?

I don't have information specific to Costa Rica, but FAA certificates are valid for piloting USA-registered aircraft. So if you can find an aircraft with an "N" number, you could fly it.

When I went to Canada in 2001, I applied to the Ministry of Transport for a foreign license validation, which allowed my to fly Canadian registered aircraft (with limitations).
