I encountered this strange bird on the ramp at Rockport, Texas (KRKP) yesterday.

Is Canada conducting some kind of spy mission on the U.S., or has some group of rednecks decided to start hunting submarines?

What's a twin Cessna doing with a MAD boom?
 
My guess would be a Canadian company working an aeriel survey/geological, contract, probably related to mining. I think this same company has a Dash 7 that does the same thing. I saw it in ELP not too long ago.
