Can a newly minted CFII who doesn't meet the 200 hours and 2 years of dual given instruct me, a CFI, to get his CFII? I think that that rule only applies to the initial. Any info would be appreciated.

Thx guys. As far as I can tell the FARs only require that rule for initial applicants. I checked FARs Explained and thats the jist I got.
 
Yes he can. Initial CFI only requires 200/2 years or 400/80% pass rate if you are part of a part 141 school.
