Can an instructor who is NOT an MEI give a BFR to a multi-rated pilot in a twin?

Assuming that 1) the pilot is current and 2) the instructor has a multi rating on his pilot certificate, I believe the answer to be yes, but am I right on this one???
 
I am almost sure that you have to have an MEI to do that. If you think about it, it makes sense. At the end of the day, you still need to sign the guys logbook showing you gave instruction/flight review in the type of aircraft. Can't show dual given unless you are properly rated.

There's belief and there's regulation.

(b) Aircraft ratings. A flight instructor may not conduct flight training in any aircraft for which the flight instructor does not hold:
(1) A pilot certificate and flight instructor certificate with the applicable category and class rating
