What is the legal definition of Block time. I have the flight definition....."when it moves under its own power for the intention of flight...."
 
There is no legal definition of block time as in your regulatory definition of flight time. Block time is a term captured by commercial operations to define the time from "chock" to "chock"..or "block", which is about the same as the current practice of logging flight time from block to block. (hobbs time)
