The airbrake is hydraulically powered, therefore when hydraulic pressure bleeds off and the system isn't on, the airbrake sort of creeps open. Totally normal and close immediately once the hydraulics are turned on.

Yeah, they are hydraulic and they SHOULD stay closed when pressure is low because of a small latch type device but they are all wore out by the time they get over to the US from England :) Just ask any maintenance guy about this lovly british design.
