I want to do my ATP at a outside vendor and currently have a ATP written exam that expires the end of this month. I am currently employed at a 121 carrier and understand that if I upgrade here I can use my expired written exam. If I use a ouside vendor can I still use the expired examination or will I need to retake the written portion of the exam.

...

If you wanna get the ATP on the outside, gotta do the written over again ( if its expired). My written is over 2 years old, its good inside PDT, but no good on the outside. Im pretty sure im correct, someone chime in if im wrong.

I believe if you took your ATP written while employed at a 121 carrier, it does not expire as long as you get your ATP at that carrier in an upgrade class. If it is expired, you can not go outside that carrier without taking the written over again.
