Oh yeah, well STL just opened up a brand new runway that took several years and millions of dollars to build, not to mention the 2000 homes that were demolished, and they don't even need or particularly want it.

ATL's tower may be open, but the same lame controllers still work there. It won't change the performance that is already lacking.

That's probably not being understaffed, they just didn't petition the FAA to continue using "position and hold" after the feds changed the rules...
