This is actually old news that keeps getting swept under the table. Boeing had some whistle blowers who outed this problem several years ago and the DOJ was nice enough to out these whistle blowers to Boeing and in return they lost there jobs.

Fuselage sections made in Wichita that are supposed to be CNC'd are/were being cut and drilled by hand, then when they showed up to Boeing for assembly they were beat into place and rivet holes that didn't line up were re-drilled. Since the sections didn't fit, the anti-corrosive primer got scraped off in the beat to fit process then run of the mill paint that looked like AC primer was used as touch up.
