I actually applied to CQ air a few years ago thinking it was legit (tells you how desperate I was to get out of my present job at the time). I actually know from talking to the FBI after I applied that it wasn't just a fake airline. It was a real scam, and they were trying to make a case against him. He was trying to get money from local investors before splitting. I moved out of the area so I don't know what came of it. His name is Roger Sedlak.
