I probably should know this but don't:erm:

When reading a TAF, is a TEMPO considered when determining wether you need an alternate?
 
A TEMPO indicating less than 1-2-3 in a TAF would require an alternate.

TEMPO
Used for any weather conditions that are expected to last for generally less than an hour at a time, and are expected to occur during less than half the time period. Only the changing forecast meteorological conditions are included in TEMPO groups. The omitted conditions are carried over from the previous time group.
