ALS OTS, What Type of NOTAM?

I have a question: If the approach lights at an airport are out, what type of NOTAM? I'll give what I think might be the answer.

It could be a NOTAM(D) if it changes the minimums for an instrument approach, but if it doesn't change minimums it would be listed as NOTAM(L).

Any thoughts?

I'd say notam (d). some operators might have it in their ops specs that the ALS work or they increase the minimums even if the approach plate doesn't say to

its only a Local notam if it does not affect instrument approach criteria.

How about if the SFL's are NOTAMED ots...Do you consider the ALS out and use the higher mins?
