$15 a night? Awesome deal!
Have you checked upgrade times at Air Midwest. If they are significantly higher, use that place as an in to Mesa where you will upgrade much quicker. Also, you'll get to fly jets and Dashes, and be in some nicer mountainous areas or transfer back to the northeast. Unless, of course, you enjoy overnights in vacation spots like Garden City, KS (It's no garden, trust me)

The Air Midwest certificate is part of Mesa Air Group. There is a single seniority list, so for pilots, effectively the same airline/job. As a Beech 1900 FO, he'll be able to upgrade to Beech CA or to Jet CA. He cannot go to the Dash (either as FO or CA) or to Jet FO per the contract.

Upgrade time at Air Midwest is actually very short. Currently 2-3 months, last I heard.
