Any reason they didn't put the parachute mandate in 91.303? You'd think that they'd put that restriction on aerobatic flight in the list of restrictions on aerobatic flight! When reading 91.303, one might assume that that list is exhaustive... unless they just happen upn 91.307(c).

Anyway, this in particular just bugs me a bit, but the reason I'm making a big deal is the potential of other cases where I might be blindsided by similar additions to seemingly exhaustive lists that really aren't. How can I watch out for this?
 
Get use to it. Regulations are written by lawyers. They aren't meant to readable to the normal person. It usually takes many regulations to cover all aspects of a single topic. 91.303 has 6 items. Not an exhaustive list by FAA standards. Anyway 303 and 307 cover different topics, although 307 does in round about way define aerobatic flight. Aerobatics is not the only endeavor that requires parachutes. For skydiving flying pilots are required to wear parachutes (as well as confirm the jumpers date of packing, etc) according to Part 105 which will repeat most of 91.307.
