Does an applicant for his initial CFI checkride need to receive 3 hours of dual instruction within 60 days of the practical test? I find no such requirement under Part 61, Subpart H (Flight Instructors), 61.39 Prerequisites for Practical Tests, or AC 61-65D (instructor endorsements). Am I overlooking something?
 
You do not need the 3hrs.

FAR 61.39(a)(6)(i) "Prerequisites for Practical Tests" states that the applicant "Has received and logged training time within 60 days preceding the date of application in preparation for the practical test."
 
Look closely and you will se there are NO flight experience requirements for the CFI. The 3 hours people think of are in the "experience requirements" for the Rec, Private, and Comm Certificates which list all the various times (night, hood, x/c, etc). This is where the 3 hours in past 60 days are listed.

There should be 4 endorsements.
FOI 61.73(d) & 61.185 (a)(1)
ground and flight 61.183(g), 61.187(a) and 61.187(b)(1)
Spin 61.183(i)(1)
And the 60 day with NO reference to hours or experience just your CFI's blessing
