In the case of the disaster being declared by the federal government, and a call for all possible help, is there some provision that allows the duty time to be exceeded and not have certificate ramifications to it?
During the Gulf War, 121 carriers were authorized to push flight/duty times for crews support those operations. It is possible, but it would depend on your POI and Washington and Region. However, because of the short leg nature of the support, I don't believe that the FAA would authorize much of an overage if at all.
My employer has several helicopters down there and since the helicopters are more or less limited to day light operations, they are hard pressed to max out on daily flight and duty time. Even during the peak of the operation.
