Is 135.221 referring to the lowest landing minumums of any approach at the filed alternate, the landing minimums of the approach expected to be in use at ETA at the alternate, or does it refer back to 800-2 for nonprecision and 600-2 for precision. I'm transitioning from instructing to charter and am feeling a bit lost in these 135 regs.

This is referring to the 600-2 and 800-2. However, the operations specifications for your company is what you go by. Our company actually allows 400-3/4 for alternate if certain criteria are met.
