The CFR the aircraft is certified under determines category which today is 14CFR25 for transport category. There was a post awhile back that mentioned the previous criteria (I think the 727 was used as the example) but I couldn't find it.

In general, Domestic rules are somewhat restrictive as to duty times and rest periods. Flag (intl) less so. Supplemental carriers like the cargo companies basically don't have rest rules.

FAA rules regarding rest periods make no sense in that a guy on reserve for an international flight can be on-call 24 hours a day for 6 days straight, while a domestic pilot must have defined rest periods.

These FAA rules have little to do with safety or rationality, but a whole lot to do with catering to the desires of airline managements.

Domestic = Scheduled within the US
Supplemental = Unscheduled (Charter)
Flag = International

Two sides to the same coin...

American Eagle years ago had a operation called "Executive". Though AE was Domestic FARs the operation in SJU ("Executive") was FLAG FARs.

I can tell you if you have trouble with understanding the Domestic rules the Flag rules are much harder to pin down. And, Skdg knew it. Without a contract (and it was not much help on the matter) you could be abused like no tomorrow.

So, you can see that you could fly Domestic and upgrade to ATR Capt. and now be on Flag rules on your own. Because the company (AMR) would not do a international training event for you or a Flag rules session. They just taught Domestic. Unless you have flown Flag...well then you can not understand how abussssssssive it could be.

On that note the sailing and party lifestyle is alive and well.....and boy was it fun to live in the islands.
