121 dispatch with no SIAP

Can a 121 carrier dispatch to an airport with no operational SIAP, meaning a planned visual approach? What are the minimum weather requirements for dispatch if it is legal?

Yes. I've been the PIC on those flights. You basically have to be able to get down from the enroute portion under VFR. Our company had published minimums for this particular airport of 5000 and 5 I believe. Of course, you have to file an alternate since there is no SIAP at destination.
