Ops Specs Question.. To use the lower alternate airport mins; requiring at least two operational navigational facilities, is it possible to apply these mins to one runway that has and ILS on each end, if only one ILS can be on at a time? Both of the ILS's are operational but only one on at a time. Any Ideas?
 
The method in which you are referring to with two runways is what we call Method 2 for calculating alternate minimums. Method 2 states that you need two different, suitable approach facilities, both of which must be STRAIGHT IN.

Now to answer your question, the both ends of the same runway CAN be used to calculate the alternate minimums, as long as the ILS for each one uses its own facility-- i.e. own antenna, own identifier, etc.

Remember, to apply the rule they must also be "suitable runways" even though it might be the same slab of pavement... cannot apply the rule if there is a tailwind component which would exceed airplane limitations.
