The whole "gear down" call is because USAF (and other military branches, as well, IIRC) controllers are trained to challenge aircrews on it, and what Ragansundowner already said.
What's probably happening with you is the following radio sequence:
"(CALLSIGN), check wheels down, cleared to...
Well, the USAF is cutting over 4000 officers, mostly from the 2002-2003 commissionees, so it seems like the excess isn't limited to a single branch of the service.
I have never ever heard this used. Maybe that's because I'm always on Uniform freqs...
And "on the contrary" isn't the proper term to use here. Maybe "additionally" would have fit better.
