does the below RSC mean that 160 wide at centerline is made up of a mixture of 40 pct compacted snow and 60 pct frost OR 40 pct of inner runway is compacted snow and the remaining outer 60 pct of runway is covered by frost. Thanks!

My interpretation of it would be that an area 80 ft either side of the centerline contains patches of compacted snow that make up 40% of the surface area. The remainder of that area (60%) is covered in frost.

Plain language translation: it's going to be slippery 80 ft either side of the centerline. It's going to be really slippery any further than that up to about 20ft. After that, you are out of a job :)
