Is this still a required document to fly an airplane with a transmitter? I had heard that this requirement went away a few years ago. If it is not required can someone quote a source.

PIC of an airplane flying international needs it. It is just a money making ripoff I carry it and have never been asked for it.

I was talking about the one that is part of the ARROW of aircraft documents, not the personal one you carry. I guess I did make that clear

The requirement was removed by this order:
http://www.fcc.gov/Bureaus/Wireless/Orders/1996/fcc96421.txt
FCC said:
By this action, we revise the Maritime Service and Aviation Service rules to
eliminate the individual radio licensing requirements for ship stations and aircraft stations that
operate domestically and are not required by statute or treaty to carry a radio

The applicable regulation is 47 CFR 87.18, which now reads:
FCC said:
An aircraft station is licensed by rule and does not need an
individual license issued by the FCC if the aircraft station is not
required by statute, treaty, or agreement to which the United States is
signatory to carry a radio, and the aircraft station does not make
international flights or communications.
