That really depends on the instrument or display. We have two dots on each side, some have five...really depends on the unit. Quarter scale deflection, however, is quarter scale deflection.

Did you mean how many degrees is quarter scale deflection?
 
Are you asking "How sensative is a localizer beam versus a VOR radial ? or actual displacement when on a localizer ?
