missed approach on circle to land

If visual references are lost on a circle to land, one is to perform a climbing turn towards the landing runway and become established on a missed approach course. What is to be done if the runway does not have a missed approach procedure, eg. ILS flown down to circling mins, circle to another runway w/o a procedure?
 
The rule is to fly the published missed approach for the approach you used prior to circling. The recommended proceedure for getting to that missed approach is to circle above the airport at the initial missed approach altitude until established on the published missed.TC
