IM sure JBlue saw this coming, but will this affect their descion to make LGB their 2nd focus city?
 
Since the agreement was made between Jetblue, American, and the City of Long Beach, with oversight by the FAA, you could say that Jetblue saw this coming. I don't think it alters the plan for Long Beach, other than taking away some flights. As you can see from recent announcements (ATL-LGB and FLL-LGB) Long Beach is still a prominent part of Jetblue's future. The agreement still gives priority to Jetblue for any future growth, owing to the fact that the other carriers only became interested in Long Beach after Jetblue began to stimulate traffic there.
