Opening Date: December 15, 2003

Eastern Time of the day that the first 700 applications are received, whichever

Salary: GS/GG -11 salary ranges from $58,888 - $64,749
Who Can Apply: U.S. Citizens. First consideration will be given to those application packages received

DUTIES AND RESPONSIBILITIES:

Pilots serve as Pilot in command, Pilot or Co-pilot on a variety of U.S.
Department of Homeland Security aircraft (e.g. C-550, PA-42, BE-200, C-206/210,
AS-350, UH-60) in all environments of flight including those adverse conditions
such as night, poor weather, over unfavorable terrain (e.g. mountains, deserts,
stretches of the Mexican or Canadian border or over open water), at low altitudes
and low speeds. Pilots are assigned to pursue and apprehend suspected smugglers,
primarily those involved in illegal drug trafficking. Over land and water, they
track intruders into U.S. airspace, follow them to a landing point, confront the
alleged perpetrators on the ground, and make an arrest. Based on the nature of
the mission, many of the flights are at night and nearly all assignments require
long hours. These pilots are also responsible for pre-flight aircraft inspection
and mission briefings as well as post-flight aircraft certification and
interdiction reports.

In addition, these pilots serve as law enforcement officers with responsibility
for the following:
- Makes contact with persons in the general aviation community and other law
enforcement agencies to gather information regarding the smuggling of merchandise
or contraband into or out of the United States.
- May assist in interdictional efforts involving complex and sophisticated sensor
devices housed in high and medium performance aircraft during relatively
short-term surveillance and pursuit to monitor behavior patterns and activities
of persons, vehicles, and aircraft believed to be engaged in smuggling
operations.
- Responsible for the collection and preservation of seizures and other evidence
until delivery to the designated repository can be made.
- Writes concise and comprehensive reports of interdiction activities which may
become the basis for prosecution.
- Testifies under oath before grand jury and Federal court proceedings as well as
certain civil hearings.

QUALIFICATION REQUIREMENTS:

Technical Requirements:
For airplane pilot positions, applicants must possess a current FAA commercial
pilot certificate with:
1. A single-engine land airplane class rating;
2. A multi-engine land airplane class rating; and
3. An instrument-airplane rating.

For aircraft pilot positions, applicants must possess the previous requirements,
the following two requirements, plus 25% of their total hours must be in either
category of aircraft (i.e., airplane or helicopter) to qualify for an aircraft
pilot:
4. A helicopter rotorcraft class rating; and
5. An instrument-helicopter rating.

Additionally, all applicants must possess a valid FAA Class II medical
certificate. In addition, applicants must meet the following minimum flight time
requirements:

Total flight time: 1500 hours
Pilot in command: 250 hours
Multi-engine Aircraft: 500 hours
Instrument (10 Actual): 75 hours
Night Flying: 75 hours
Flying Time,last 12 months: 100 hoursAge Requirement: In accordance with Public Law 100-238, this position is covered
under law enforcement retirement provisions; therefore, candidates must be
appointed before reaching their 37th birthday unless they presently serve or have
previously served in a Federal civilian law enforcement retirement-covered
position.

one year from the closing date of the announcement.

MISCELLANEOUS INFORMATION

Promotion Potential: The Airplane/Aircraft Pilot position has promotion potential
to the GS-13 level. Upon appointment/assignment to the position for which this
Notice has been issued, the selectee will be promoted to the next higher grade
level the first pay period after he/she has completed 52 weeks at the grade level
at which selected. To be eligible for further advancement, the employee must
serve 52 weeks at each successive grade level in the normal line of promotion of
the position for which selected. The career ladder promotion is contingent upon
satisfactory performance and the satisfactory completion of all training or other
requirements. Employees who are otherwise qualified and eligible for the next
higher grade before the 52-week period may be promoted at any time at the
supervisor’s discretion. Such promotions are not mandatory.

Travel to Initial Duty Location: Selectees are required to pay all expenses to
initial duty location. Travel expenses for training will be at agency expense.

Travel: Positions will require domestic and foreign travel, in addition to the
initial basic and other mandatory training.
Mobility: These positions are located in field locations in the Office of Air and
Marine Operations, at the following locations:

Arizona: Phoenix; Tucson
California: San Diego; Riverside; Sacramento
Florida: Homestead (Miami); Clearwater (Tampa); Jacksonville;
Milton (Pensacola)
Louisiana: Hammond (New Orleans)
Missouri: Kansas City
New Mexico: Albuquerque
New York: Plattsburgh; Ronkonkoma
Ohio: Cincinnati
Puerto Rico: Aquadilla
Texas: Brownsville; Tomball (Houston); San Angelo; San Antonio; El Paso
Washington: Bellingham

Applicants must be willing to work at any location nationwide including Puerto
Rico. If selected, applicants will be required to sign a mobility agreement.
Although initial placements are strictly based on agency need, applicants are
given the opportunity to identify preferred employment locations. Geographic
preferences may be submitted on the attached worksheet. Although initial
placements are made consistent with agency need, to the extent practicable,
consideration will be given to applicant preferences.

Uniforms: As appropriate, selectees will be required to wear an officially
approved uniform while in a duty status.

Driver’s License: Candidates must possess a valid driver's license at the time of
appointment.

Fitness Program Participation: Position(s) filled from this vacancy announcement
are covered by the Immigration and Customs Enforcement Mandatory Fitness Program
for Law Enforcement Positions. Selectee will be required to undergo regular
physical examinations. Employees who occupy positions included in the Program,
may, in the future, be required to maintain a level of physical fitness in
accordance with the standards and policies of Immigration and Customs
Enforcement; and failure to maintain such a level of fitness may lead to removal
from the position or other actions as may be specified in the Program.

Firearms: Firearm proficiency is required and is part of the training provided.
Types of Employment: Airplane/Aircraft Pilot positions are full-time positions.
