Maybe I`m missing something,but I worked for a major for `bout 30 years and paid my dues to ALPA for all those years but WTF are you talking about?
 
I can't think of any airline that currently has an official "hiring ban" from ALPA or IFALPA. IFALPA had a hiring ban on Cathay Pacific a couple of years ago, but that's long since been removed. What airline are you thinking of?
 
There are a few airlines that currently have hiring bans in place. For example, Dragon Air B747-400 Cargo FOs. A hiring ban is basically a warning put out by the union that says, "do not accept the job. We are negotiating for a better contract. If you take the job under the current poor conditions of service we will view you as a scab and you will never have union protection or be able to join the union."
